UNDERSTANDING YOUR EICR

What Is an Electrical Installation Condition Report (EICR)?

An Electrical Installation Condition Report (EICR) is a formal assessment of the safety and condition of a property's fixed electrical installation.

During an EICR inspection, a qualified electrical inspector examines and tests the electrical installation to identify deterioration, damage, defects and potential safety hazards. The inspection assesses the installation against the applicable requirements of BS 7671, the UK Wiring Regulations.

The resulting electrical safety report records the inspection findings, identifies any observations requiring attention and indicates whether the installation is satisfactory or unsatisfactory for continued use.

WHAT WE INSPECT

What Does an EICR Inspection Include?

An Electrical Installation Condition Report (EICR) involves a detailed visual inspection and electrical testing of a property's fixed electrical installation. Our qualified inspectors assess accessible electrical components, protective devices and circuits to identify potential safety issues.

Consumer Units & Fuse Boards

Inspection of consumer units, circuit breakers, RCDs, RCBOs and protective devices to assess their condition, suitability and ability to provide electrical protection.

Electrical Wiring & Circuits

Testing of electrical circuits to assess continuity, insulation resistance, polarity and other relevant safety characteristics of the fixed wiring installation.

Sockets, Switches & Accessories

Examination of accessible sockets, switches and electrical accessories for damage, deterioration, unsafe connections and signs of overheating.

Earthing & Bonding

Assessment of earthing arrangements and protective bonding, including relevant connections to incoming services where accessible.

RCD Protection & Safety Devices

Assessment and testing of residual current devices (RCDs), circuit protection and other safety measures designed to reduce electrical risks.

Electrical Faults & Safety Hazards

Identification of defects that may create electric shock or fire risks, including damaged equipment, unsuitable protection and signs of deterioration.

THE INSPECTION PROCESS

How Is Electrical Testing Carried Out?

An EICR combines visual examination with electrical testing using specialist instruments. Depending on the installation, tests may include continuity, insulation resistance, polarity, earth fault loop impedance and RCD performance.

Some circuits may need to be temporarily disconnected or isolated during testing. The inspector records the results and assigns observation codes where necessary. The extent of inspection and testing is documented in the report, including any agreed limitations.

Please note: An EICR is a condition report on the fixed electrical installation, not a guarantee that every component is free from defects. Inspection and testing are subject to accessibility, safety, agreed limitations and the condition of the installation. Portable appliance testing (PAT) is a separate service.

LANDLORD ELECTRICAL SAFETY

Landlord Electrical Safety Certificate Requirements in London

Landlords in London must comply with the electrical safety requirements that apply to rented properties in England. These regulations help ensure that fixed electrical installations are regularly inspected and tested by qualified professionals.

5 YEARS
MAXIMUM ROUTINE INSPECTION INTERVAL

How Often Does a Landlord Need an EICR?

Landlords must arrange inspection and testing of the fixed electrical installation at least every five years, or sooner where the previous inspection report specifies an earlier date.

A current, satisfactory EICR can normally be used for a new tenancy without repeating the inspection, provided the report remains valid and the installation remains safe.

Arrange Regular EICR Inspections

Ensure the property's fixed electrical installation is inspected and tested by a qualified and competent person at the required intervals.

Provide the EICR to Tenants

Give existing tenants a copy of the report within 28 days of inspection, and provide new tenants with the report before they move in.

Address Dangerous Electrical Defects

Where an EICR identifies C1, C2 or FI observations, the required remedial work or further investigation must be arranged within the applicable deadline.

Keep Inspection Records

Retain the electrical safety report and evidence of any required remedial work. Supply documentation to the local authority when requested.

IMPORTANT DEADLINES

EICR Reporting and Remedial Work Deadlines

Understanding these deadlines can help landlords manage their electrical safety responsibilities and avoid unnecessary delays.

28 DAYS

Complete necessary work within 28 days, or sooner if the report specifies a shorter period.

i
What if my EICR is unsatisfactory?

An unsatisfactory report does not automatically mean the entire electrical installation needs replacing. The observations determine what action is required. C1 and C2 defects require remedial work, while FI observations require further investigation. C3 observations are recommendations for improvement and do not alone make a report unsatisfactory.

Following completion of required work, landlords must obtain written confirmation and provide it to the tenant and local authority within the applicable deadlines.

UNDERSTANDING YOUR ELECTRICAL REPORT

What Do EICR Codes C1, C2, C3 & FI Mean?

During an Electrical Installation Condition Report (EICR), inspectors use observation codes to explain the severity of electrical defects and identify whether further action is necessary. Understanding these codes helps landlords and homeowners make informed decisions about electrical safety.

C1
DANGER PRESENT

C1 — Danger Present

A C1 observation means there is an immediate danger to people using the electrical installation. The inspector should take appropriate action to make the situation safe before leaving the property.

Example Exposed live electrical parts that could be touched.
Unsatisfactory EICR
C2
POTENTIALLY DANGEROUS

C2 — Potentially Dangerous

A C2 observation identifies a defect that could become dangerous under certain circumstances. Urgent remedial action is required to address the risk.

Example Inadequate circuit protection that could create a risk of overheating.
Unsatisfactory EICR
C3
IMPROVEMENT RECOMMENDED

C3 — Improvement Recommended

A C3 observation highlights an area where the electrical installation could be improved to enhance safety or meet more recent standards. A C3 observation alone does not make an EICR unsatisfactory.

Example An improvement to an existing installation that is recommended but not essential for a satisfactory report.
Does not alone cause failure
FI
FURTHER INVESTIGATION

FI — Further Investigation Required

An FI observation means the inspector has identified an issue that requires further investigation without delay to determine whether danger exists.

Example Abnormal electrical test readings where the underlying cause cannot be established during the inspection.
Unsatisfactory EICR
YOUR INSPECTION RESULT

What Makes an EICR Satisfactory or Unsatisfactory?

An EICR is generally considered satisfactory when no C1, C2 or FI observations are recorded. A report containing only C3 recommendations can still receive a satisfactory outcome.

If C1, C2 or FI observations are identified, the report will be unsatisfactory and the appropriate remedial work or further investigation will be required.

VIEW EICR PACKAGES
✓
Satisfactory EICR

No C1, C2 or FI observations recorded. C3 recommendations may still appear.

!
Unsatisfactory EICR

One or more C1, C2 or FI observations requiring appropriate action.

→
After Remedial Work

Obtain appropriate confirmation of completed remedial works or further investigation as necessary.

Important: EICR codes are assigned according to the inspector's professional assessment of the installation. A recommendation to upgrade an older installation does not automatically mean that the installation is unsafe. The relevant circumstances and electrical safety risks must be considered.

FREQUENTLY ASKED QUESTIONS

Electrical Safety Certificate FAQs

Find answers to common questions about Electrical Installation Condition Reports (EICRs), landlord electrical safety requirements, inspection costs and booking an electrical safety certificate in London.

How much does an Electrical Safety Certificate cost in London?

Our standard Electrical Installation Condition Report (EICR) starts from £99 for properties with up to four bedrooms. We also offer an EICR inspection with qualifying minor remedials from £199 and a more comprehensive electrical assessment from £499.

Additional consumer units or other circumstances may affect the final price. See our EICR prices and packages for more information.

How long is an EICR certificate valid for?

For rented properties in England, electrical installations must generally be inspected and tested at least every five years, or sooner if the previous report specifies a shorter interval.

The recommended date of the next inspection depends on the condition of the installation, its use and the inspector's assessment. An EICR should not automatically be assumed to be valid for five years in every situation.

Is an EICR a legal requirement for landlords?

Yes. Landlords of properties covered by England's electrical safety regulations must arrange periodic inspection and testing of the fixed electrical installation by a qualified and competent person.

Landlords must also provide the report to tenants within the required timescales and arrange necessary remedial work when dangerous defects are identified.

How long does an EICR inspection take?

The inspection duration depends on the property's size, number of electrical circuits, accessibility and the condition of the installation.

A smaller property with a straightforward installation may take less time than a large property with multiple consumer units or electrical defects. Our team can provide guidance when arranging your appointment.

Will the electricity need to be switched off during an EICR?

Yes, temporary power interruptions are normally necessary for certain electrical tests. The inspector may need to isolate circuits to safely carry out dead testing, including insulation resistance and continuity testing.

We recommend informing occupants in advance and saving work on computers or other equipment before the inspection begins.

What happens if my EICR is unsatisfactory?

An EICR is normally classified as unsatisfactory when the inspector identifies one or more C1, C2 or FI observations.

The report will explain the observations and the appropriate remedial work or further investigation required. For rented properties, landlords must arrange necessary action within the applicable legal deadlines.

An unsatisfactory result does not automatically mean that the entire property needs rewiring.

Does a C3 observation mean my EICR has failed?

No. A C3 observation means improvement is recommended. It does not, by itself, make an EICR unsatisfactory.

C3 recommendations may relate to improvements that could enhance electrical safety. By contrast, C1, C2 and FI observations result in an unsatisfactory report.

Do I need a new EICR when a tenant moves in?

Not necessarily. If the property has a current satisfactory EICR, the report remains within its recommended inspection interval and the installation remains safe, a new inspection is not automatically required solely because the tenancy changes.

A copy of the existing report must be provided to the new tenant before they occupy the property.

Is an EICR the same as a PAT test?

No. An EICR assesses the safety and condition of the property's fixed electrical installation, including circuits, consumer units and associated electrical accessories.

Portable Appliance Testing (PAT) concerns the inspection and, where appropriate, testing of electrical appliances and equipment.

We also offer certificate bundles that can combine electrical inspections with other property safety services.
